HUD Provides Assistance for Virginia’s Disaster Recovery Efforts

Introduction

The U.S. Department of Housing and Urban Development (HUD) has issued a series of relief measures aimed at aiding Virginia residents impacted by severe winter storms and flooding. This support, effective from April 9, marks a significant step toward facilitating recovery in affected communities.

Key Relief Measures

Among the prominent initiatives is a 90-day moratorium on foreclosures for FHA-insured properties. Although evictions are not explicitly addressed, these measures are designed to provide temporary respite for homeowners.

Home Equity Conversion Mortgage (HECM) borrowers will also benefit from a similar 90-day extension, aligning their assistance with the disaster declaration date. This support is set to expire on July 8, pending any future extensions.

Additional Support Programs

HUD will activate the Section 203(h) program, which offers mortgage insurance to individuals affected by disasters. In addition, the Section 203(k) program enables the purchase or refinancing of existing homes for rehabilitation, further promoting community recovery.

Flexibility for Local Agencies

Administrative flexibility will also be granted to various HUD programs, such as:

  • Community Development Block Grants (CDBG)
  • Housing Opportunities for Persons With AIDS/HIV (HOPWA)
  • Continuum of Care (CoC)
  • Emergency Solutions Grants (ESG)
  • HOME Investment Partnerships Program
  • Housing Trust Fund (HTF)

This flexibility aims to assist impacted residents across Virginia as they navigate recovery efforts.

HUD Secretary Scott Turner commented on the initiative, stating, “HUD is here to support Virginians as they rebuild their homes, communities, and businesses following the severe winter storms and flooding.” This statement underscores HUD’s commitment to disaster response as an integral aspect of its mission.

Virginia Governor Glenn Youngkin expressed gratitude for the federal support, highlighting the resources as crucial for recovery in areas hit hardest by Hurricane Helene and subsequent floods. “These resources aid recovery efforts in the areas of Southwest Virginia affected by… severe flooding brought on by February’s winter storms,” Youngkin said.

Furthermore, Representative Morgan Griffith noted the essential role of this assistance in helping local communities recover from significant flooding events, emphasizing the ongoing challenges faced by residents affected by both recent and past disasters.
