Hines Unveils Plans for 7,000-Home Master-Planned Community in Fort Bend County

Global real estate firm Hines has announced a significant new development: a 7,000-home master-planned community spanning nearly 3,000 acres in Fort Bend County, Texas. Situated near the rapidly growing areas of Katy and Fulshear, the project represents one of Hines’ largest single-family residential undertakings to date. Construction is slated to commence in 2025, with the first homes expected to be available by 2027 .

The development will be located at the intersection of Westpark Tollway and Texas Heritage Parkway, providing residents with convenient access to major thoroughfares and employment centers in the Houston metropolitan area. The site is strategically positioned to capitalize on the region’s robust population growth and housing demand.

Hines has partnered with several prominent homebuilders for this project, including Toll Brothers, Perry Homes, Highland Homes, Village Builders/Lennar, Dreamfinder Homes/Coventry Homes, Westin Homes, Newmark Homes, and Beazer Homes. Homes will range in price from the $400,000s to over $1 million, catering to a diverse array of buyers .

The community’s design emphasizes both recreation and natural preservation. Planned amenities include a 5-acre recreation center featuring a resort-style pool, a large playground, and a clubhouse. Additionally, residents will have access to hiking and biking trails that meander through more than 800 acres of preserved natural areas, including oxbow lakes and mature trees .

To support the anticipated population influx, Hines will oversee significant infrastructure enhancements. This includes extending the Texas Heritage Parkway from its current terminus at Westpark Tollway to Winner-Foster Road and constructing portions of Bellaire Boulevard. The development will also involve the installation of utilities, sewage systems, and roads to transform the predominantly rural land into a fully serviced residential area .

The new community falls within the Lamar Consolidated Independent School District (LCISD), which is preparing for substantial enrollment growth. Demographic projections estimate that LCISD will gain more than 19,600 new students over the next decade, necessitating the expansion of educational facilities and resources .

This development is part of a broader trend of rapid growth in Fort Bend County. Fulshear, once a small farming community with just over 1,000 residents in 2010, has experienced a population surge, reaching more than 42,000 by July 2023. This growth has positioned Fulshear as one of the fastest-growing cities in the United States .

Hines’ new project adds to the momentum of residential expansion in the region, joining other large-scale developments such as Sunterra and Cross Creek Ranch. These communities are transforming the landscape west of Houston, offering residents a blend of suburban tranquility and urban accessibility.

With its comprehensive planning, diverse housing options, and commitment to preserving natural features, Hines’ master-planned community aims to meet the evolving needs of homebuyers in the Houston area. As construction progresses, the development is poised to become a significant contributor to the region’s housing market and economic vitality.
